New Agenda; South African Journal and Economic Policy.

The ANC government has tended to be somewhat reticent about its policies on the mining industry. The exception being the legislation dealing with mineral rights. But it has been well understood that mining is a major source of export revenues and employment, and governments have traditionally operated at arms length with the industry.

But in the current circumstances in South Africa, no industry can remain immune to the political and social pressures from a government operating on a mandate of transformation. In this issue of New Agenda, Buyelwa Sonjika, Minister of Minerals and Energy, sets out her perspectives on the future of mining. She explains that the legislation of 2004 has not hindered mining, and argues that the principle “use it or lose it” has brought new entrants into the industry. She supports BEE, but condemns “fronting”.

Other issues dealt with include capital formation, the scale of investment, and the imperative of beneficiation. She deplores some examples of resistance  to change, but is firm that change must occur.

Noone involved in the mining industry, or indeed in the economy as a whole, can afford to ignore Sonjika’s remarks.

Also in this issue, are several important papers dealing with the Developmental State. Among these, the papers by Prof Richard Levin, Director General of the Public Service and Prof Stan Sangweni,  Chairperson of the Public Service Commission are remarkable for their frankness. Their analysis of the performance and structures of the public service is a major contribution to our understanding of governance in South Africa.

Prof Ben Turok contributes a full report on a high level seminar on the Developmental State and an analytical essay on the topic. New Agenda will shortly publish a book on the same subject.

Prof Kader Asmal constributes an essay on Oliver Tambo with his usual erudition.
